How is it determined whether a pressure vessel manufacturing company has the design capabilities required?
In my opinion, the company should first obtain a pressure vessel design certificate

The Letter from the Special Equipment Bureau of the General Administration of Quality Supervision, Inspection and Quarantine seeking opinions on the \"Catalogue of Administrative Licenses for Special Equipment Production (Draft for Comment)\\" (Quality Supervision Special Letter [2017] No. 47) states that pressure vessel manufacturing enterprises do not need to obtain a design license when designing the pressure vessels they produce, except in the case of analytical design. Design work for companies without design capabilities can be outsourced.
For pressure vessels, the company in question does not need to have design qualifications; the design work can be outsourced. If one wants to obtain design qualifications, it is relatively easy; as long as the requirements are met, an application can be submitted.

It’s normal for manufacturing companies to not have design qualifications; what they need are manufacturing qualifications. It’s the same as with construction companies – they don’t need to have design qualifications; the design institute can handle the design work and provide the blueprints to the construction company.
There is no need to obtain a design qualification, but if one must meet the design requirements, it’s not much different from having such a qualification – it’s just a certificate. Isn’t there a regulation stating that design work requires three levels of approval? This means that three people are needed to review and approve the design, and those who are responsible for approval must hold relevant certifications.
