Can brackets be welded onto the tank reinforcement ring?

I would like to ask whether brackets can be welded onto the tank reinforcement ring Are there corresponding standards? Thank you
Strictly speaking, welding other components to the reinforcement ring may cause a deviation between the actual structure and the computational model of that reinforcement ring; should the equipment become unstable, responsibility would likely be attributed to illegal welding
The standards don’t specify any clear requirement against welding……
The tank reinforcement rings are intended to be included in the strength or stability calculations; adding additional supports will have a significant impact on the reinforcement effect, and such additions should not be made unless there is a detailed stress analysis.
