Question regarding the impact requirements for 20# steel pipes

For the steel pipes of grade 20# and 273 under standard GB9948, an 0° impact test is required as per the 150 requirement, but there aren’t enough pipes available; therefore, it was planned to use pipes from another batch. However, the warranty certificate indicated an 20° impact test. I asked the materials engineer, who said that 0° and 20° are equivalent, so I left without asking further details. Does anyone know why they are considered the same? Is it still not expressed correctly? Thank you!

For impacts at 20 degrees and 0 degrees, the qualified criteria are the same； However, a 20-degree impact test cannot replace a 0-degree impact test.
Perform a 0-degree test according to the standards. This is not like the allowable stress; it remains the same below 20 degrees.
It’s not allowed; a shock test at 0°C should be conducted.
For impacts at 20 degrees and 0 degrees, the qualified criteria are the same. When not specified in the order contract, the GB9948-2013 standard requires room temperature impact testing, rather than impact testing at 0 degrees.
