What is the purpose of the rubber sleeve on the furnace anchor pin?

As shown in the figure, during the lining construction of the furnace, some of the welded LV-type anchor bolts come with rubber sleeves, while others do not. What is the purpose of the rubber sleeve? Won’t the rubber sleeve melt in a high-temperature furnace?
Reserve expansion gap? A bit short: lol
Melt when heated to allow room for expansion
Are there threads inside the rubber sleeve? Could a layer of something be secured in place using threads? Prevent the lining inside from coming off
I haven’t found this process; will it need to be removed during installation?
The expansion gap won’t just remain at the top, right? We apply a layer of asphalt to the outside of the anchor, and when it melts, an expansion gap is formed. I wonder if it’s because they’re afraid the sharp tip of the anchor might damage other components? Then it is removed during pouring. But this is also welded inside. . . . . .
It was not removed and was poured together with the casting material

When the rubber cap melts due to heat, a gap is created between the nail head and the lining – this gap serves as the space required for thermal expansion (mainly radial) of the anchor nail, in order to prevent damage to the lining. Also, it is well-structured and the quality of the anchor pins is good as well.
