Shimming plates are meant to be used for leveling and adjustment, and they need to accommodate any expansion or contraction. If welding is used, the stress will be transferred to the equipment, which is harmful to it.
The shims usually have elongated holes, allowing for positional displacement, as shown in the figure above.
The poster is probably referring to the shimming plate used under the base ring plate of vertical (tower) type equipment to adjust its verticality, rather than the shimming plate on top of the bolt seat.
That thing used for alignment and leveling isn’t called a “shim”, right? Those are called flat shims and inclined shims
