There is a need for a container that can handle the maximum allowable operating pressure; when performing strength calculations, this pressure is taken as the maximum allowable operating pressure, thus eliminating the need to calculate the maximum allowable operating pressure resulting from reinforcement through openings.
This is the difference between current national standards and foreign standards: regarding the MAWP value, in China it is determined with the aim of achieving a certain MAWP value; in reality, this value represents the upper limit of overpressure that this equipment can withstand. If you use the MAWP as the Pd, your equipment will still have the capability to handle overpressure.
