1. Scope This standard specifies the management responsibilities, management contents and requirements, as well as inspections and evaluations for the completion acceptance of engineering projects. This standard applies to the management of the completion acceptance for the refining and chemical engineering projects of XX Petrochemical Company. 2. Referenced documents: China National Petroleum Corporation’s “Manual for the Completion Acceptance of Refining and Petrochemical Construction Projects”. 3. Terms and definitions 3.1 A construction project is a one-time undertaking aimed at creating fixed assets, carried out under certain conditional constraints. A construction project must fall within the scope of an overall design or preliminary design, and be composed of one or several interrelated individual projects; it is subject to unified financial accounting and centralized administrative management. 3.2 Special acceptance includes the completion inspection in six aspects: fire protection, environmental protection, safety facilities, occupational disease prevention facilities, documentation, and audit of the final project costs for construction projects ; Among these, the completion inspection of fire protection, environmental protection, safety facilities, and occupational disease prevention facilities is carried out by the government’s administrative authorities, while the inspection of archives and the audit of final accounts are conducted by the competent authorities of the joint-stock company. 3.3 Completion acceptance is a milestone marking the transition of the construction project to formal production and the completion of the procedures for transferring fixed assets. It is an important step for comprehensively evaluating the outcomes of project construction, and for reviewing aspects such as project approval, survey and design, equipment and materials, as well as construction quality. 3.4 Production assessment: After successful trial operation with qualified products produced, a comprehensive evaluation is conducted to determine whether the plant’s production capacity, process parameters, product quality, equipment performance, level of automation, consumption standards, and economic efficiency meet the design requirements. The introduced equipment must pass the assessment to determine whether all indicators meet the values guaranteed in the contract. 3.5 Project documents refer to all documents in various forms such as text, charts, audio, and video that are generated throughout the entire process of a construction project, including project initiation, approval, bidding, surveying, design, construction, supervision, and completion inspection. This includes preliminary project documents, project completion documents, and project acceptance documents, etc. 3.6 Pre-project documents Documents generated during the project initiation, approval, bidding, survey, design, and preparation phases prior to the start of construction. 3.7 Project completion documents: These are documents created at the completion of a project, reflecting the construction process (referring to building and installation) as well as the actual state of the project. They mainly consist of project construction documents, project as-built drawings, and project supervision documents. 3.8 Project completion and acceptance documents: Documents generated during the trial operation after project completion and at the time of project completion and acceptance. 3.9 Handover technical documents: These are the technical materials prepared by the construction unit or other contractors during the construction and management processes, in accordance with **the current construction acceptance standards as well as the relevant regulations of the holding company and specialized companies. They serve as a basis for joint operation trials, commissioning trials after the project is handed over, as well as for maintenance, renovation, and expansion. They constitute an important part of the project’s construction documents. It refers to the handover technical documents in the \"Handbook for the Completion Acceptance of Refining and Petrochemical Construction Projects\" (Volume 2). 3.10 The completion acceptance report is a summary report of the entire construction process of a project. 3.11 The completion settlement is a document that accurately determines the value of the new fixed assets and reflects the outcomes of the completed project construction; it serves as the basis for proceeding with the procedures for putting those fixed assets into use. 4. Responsibilities 4.1 The Project Management Department is the department in charge of the completion inspection work for the company’s construction projects, and is responsible for formulating (amending) the management standards for such completion inspections ; Take the lead in organizing the final acceptance and preliminary acceptance of construction projects. 4.1.1 Responsible for establishing unified requirements for the preparation of project documents ; Responsible for specifying the tasks, requirements, responsibilities, and deadlines for preparing project documents for various units involved in the construction project, as well as for monitoring, inspecting, and evaluating the progress of these tasks. 4.1.2 Responsible for coordinating and cooperating with departments such as the company’s planning, safety and environment, finance, audit, and archives management in carrying out special inspections. 4.1.3 Responsible for organizing the collection, compilation, filing, review, and archiving of project construction documents, as-built drawings, and completion inspection documents ; Responsible for the preparation and publication of the completion acceptance report. 4.1.4 Responsible for clearing unfinished work and residual issues, and coordinating with relevant parties to ensure their resolution. 4.1.5 Be responsible for submitting a written application for completion acceptance to the competent department of the group company. 4.1.6 Be responsible for carrying out other related tasks related to the completion acceptance. 4.2 Company’s Safety and Environmental Protection Department 4.2.1 Is responsible for applying to the government’s public security and fire protection agencies and handling the fire safety inspection procedures. 4.2.2 Responsible for applying to and handling the completion acceptance procedures for environmental protection with the government’s administrative department in charge of environmental protection. 4.2.3 Be responsible for applying to the government’s work safety supervision and management department and handling the procedures for the completion acceptance of safety facilities. 4.2.4 Be responsible for applying to the government’s health administration department and handling the procedures for the completion inspection of occupational disease prevention facilities. 4.2.5 Responsible for providing the relevant documents and materials required for the completion inspection of construction projects, and assisting the company in carrying out such inspections. 4.3 Company Audit Department 4.3.1 Responsible for the final account audit of the company’s construction projects, and applies to the company’s audit authority for the completion final account audit. 4.4 Archives Office of the Company’s General Manager 4.4.1 Responsible for reviewing and archiving project documents related to the company’s construction projects. 4.4.2 Be responsible for applying to the company’s archives management department to carry out the archives acceptance procedures. 4.5 Company’s Technology Department 4.5.1 Is responsible for collecting and accumulating preliminary project documents such as proposals and approval documents for construction projects, feasibility study reports and their approval documents, as well as preliminary design documents. These documents are organized, cataloged, and filed as required, and then submitted to the company’s archives in a timely manner. 4.5.2 Be responsible for checking and supervising the production units in their work of compiling and organizing production-related documents such as start-up and shutdown plans, operating procedures, emergency rescue plans, technical training materials, approvals for trial production plans, and approval documents for trial production; and promptly collect, summarize these documents, and hand them over to the Project Management Department. 4.5.3 Responsible for checking and supervising foreign affairs units to complete the \"Summary of Introduction Work\". 4.5.4 Responsible for providing the relevant documents and materials required for the completion inspection of construction projects, and cooperating with the company in carrying out such inspections. 4.6 Other relevant departments of the company: The company’s Planning Department, Finance Department, Project Department, production plants, and logistics companies are responsible for providing the necessary documents and materials for the completion inspection of construction projects, and they assist in carrying out this inspection process. 4.7 Design Unit 4.7.1 is responsible for promptly preparing the as-built drawings that need to be redrawn and submitting them to the Project Management Department. 4.7.2 Be responsible for coordinating with the survey unit to prepare the \"Survey and Design Summary\", and submitting it to the general contractor or the project management department. 4.7.3 Complete other preparatory tasks assigned by the Project Management Department. 4.8 Construction Unit 4.8.1 Collect and compile project construction documents and as-built drawings for each individual project in a timely manner, and submit them to the general contractor, the supervision unit, and the project management department for review in accordance with relevant regulations. 4.8.2 Submit project settlement in a timely manner. 4.8.3 Complete the ‘Construction Summary’ on time and submit it to the general contractor or the project management department. 4.8.4 Complete other preparatory tasks assigned by the Project Management Department. 4.9 Supervision Unit 4.9.1 Is responsible for carrying out the preparatory work for the completion acceptance as assigned by the Project Management Department. 4.9.2 Be responsible for the preparation, collection, cataloging, and filing of project supervision documents, and submit them to the company’s archives in a timely manner. 4.9.3 Complete the ‘Supervision Summary’ on time and submit it to the Project Management Department. 4.10 General contracting unit 4.10.1 shall promptly organize the preparation of the as-built drawings for projects that require redrawing, and submit them to the project management department. 4.10.2 Collect and compile project construction documents and as-built drawings for each individual project in a timely manner, and submit them to the supervision unit and the project management department for review on schedule. 4.10.3 Organize the survey, design, and construction units to complete the “Summary of Survey and Design” and the “Construction Summary”. 4.10.4 Complete the ‘General Contracting Summary’ on time and submit it to the Project Management Department. 4.10.5 Complete other preparatory tasks assigned by the Engineering Project Management Department. 5. Management Content and Requirements 5.1 Classification of Completion Acceptance Levels 5.1.1 The completion acceptance of construction projects is divided into two levels within the joint stock company: joint stock company-level completion acceptance and regional company-level completion acceptance. Construction projects that require **organizational completion acceptance shall be submitted for reporting by the joint-stock company. 5.1.2 Construction projects with an approved preliminary design budget of 1 billion yuan or more, as well as those for which the joint-stock company designates an organization to carry out the completion inspection, are considered joint-stock company-level completion inspection projects. The completion acceptance is organized by a professional company. 5.1.3 Except for construction projects that undergo completion acceptance at the corporation level, all other projects are subject to acceptance at the regional company level, with the company organizing the completion acceptance. For construction projects for which the approved preliminary design estimate indicates a total investment of 100 million yuan or more, once the completion acceptance is completed, the company will submit a set of completion acceptance reports and certification documents to a specialized company for record-keeping. 5.1.4 For the completion inspection of construction projects with a preliminary design budget of less than 100 million yuan, the company proceeds in accordance with the requirements outlined in the \"Completion Inspection Manual for Refining and Petrochemical Construction Projects\", and the completion inspection documents are filed in the company’s archives. 5.1.5 The completion acceptance at the corporation level is carried out in two phases: preliminary acceptance and final acceptance, while the completion acceptance at the regional company level is conducted in a single final acceptance process. 5.2 Basis for completion acceptance 5.2.1 **and relevant local laws and regulations ; **As well as the current industry standards and regulations. 5.2.2 The feasibility study report approved for the construction project, the preliminary design (basic design) documents, the construction drawings (detailed design), the equipment technical documents, as well as other relevant approval documents from the competent authorities. 5.2.3 Administrative permits for the special acceptance inspections of fire protection, environmental protection, safety facilities, and occupational disease prevention facilities for approved construction projects, as well as archival documents and approval letters regarding the audit of final project costs. 5.2.4 For construction projects that employ introduced technologies or involve joint ventures, the signed contracts shall also serve as a basis. 5.3 Conditions for completion acceptance 5.3.1 For construction projects, completion acceptance should be organized in a timely manner once the following conditions are met: 1) The project has been completed and put into operation, and is operating stably. The construction project is completed in accordance with the contents of the approved design documents; after successful trial operation, it is capable of continuously producing qualified products as specified in those design documents. 2) Meet the design specifications. After 72 hours of continuous trial operation, the main economic and technical indicators as well as production capacity met the design requirements ; For construction projects that introduce foreign technology, production assessments are carried out in accordance with the contract provisions, and the contract requirements must be met. 3) The production organization system has been established and is operating properly. Production organization, staffing, supply of production materials, maintenance capabilities, and rules and regulations are all capable of meeting the production needs. 4) The special acceptance work has been completed. 5.3.2 If a construction project has not yet met all the conditions for completion acceptance, the following actions should be taken based on the actual situation: 1) If the project is generally in line with the conditions for completion acceptance, and only minor civil engineering works and a small number of non-key equipment have not been completed as required, but this does not affect normal operations, then, after obtaining approval from the relevant authorities according to the management procedures for completion acceptance, the completion acceptance process and the handover of fixed assets can be carried out. Sufficient funding should be allocated for the remaining work in accordance with the design, and it must be completed within a specified time frame. 2) In the early stage of operation after a construction project is put into use, it may not be able to reach the capacity specified in the design due to reasons such as insufficient raw material supply or changes in the composition of the raw materials; however, if production operations proceed normally, the completion acceptance procedures and the handover of fixed assets should be carried out first, after obtaining approval from the relevant authorities in accordance with the management regulations for completion acceptance. 3) In cases where some production capacity has been established but the entire facility cannot be completed at the designed scale in the near future, it is necessary to adjust the scale based on the actual circumstances. After obtaining approval from the relevant authorities according to the management procedures for completion acceptance, completion acceptance procedures and the handover of fixed assets should be carried out for the completed sections of the project. 4) For construction projects that meet the conditions for phased construction and phased commissioning, once the respective auxiliary facilities are completed after each phase of construction, and the conditions for producing qualified products are met allowing for normal production, such projects can be subject to acceptance in batches upon approval by the competent authorities according to the management procedures for completion acceptance, after which they can be put into production while going through the procedures for the transfer of fixed assets. 5.3.3 Construction projects that meet the conditions for completion acceptance shall go through the completion acceptance procedures and the handover of fixed assets within three months. If it is truly difficult to carry out the completion acceptance within three months, the completion acceptance date may be appropriately postponed upon approval by the competent authority in accordance with the management hierarchy for completion acceptance. 5.4 Organization of Completion Acceptance 5.4.1 For projects at the joint-stock company level that require completion acceptance, the company issues a directive to form a preliminary acceptance team; this team should be composed of representatives from relevant departments such as those in charge of engineering, design, procurement, planning, safety and environmental protection, finance, cost control, logistics, production, archives, and auditing. The preliminary acceptance team is headed by a team leader, with several deputy leaders and members. Units involved in the project such as survey and design, construction, general engineering contracting, supervision, as well as quality supervision agencies, participate in the preliminary acceptance. 5.4.2 The completion acceptance at the regional company level is mandated by the company, with the Project Management Department taking the lead in organizing it; relevant departments and units of the company jointly form the completion acceptance committee. If necessary, relevant government departments and other related entities should be invited to participate. The Completion Acceptance Committee shall have one chairperson, several vice-chairpersons, and members. Units involved in the project such as survey and design, construction, general engineering contracting, supervision, as well as quality supervision agencies, participate in the completion acceptance. 5.5 Preliminary acceptance procedures5.5.1 The procedures for preliminary acceptance are as follows: 1) The company issues a document to organize the establishment of a preliminary acceptance team and determines the agenda for the final acceptance meeting. 2) The Engineering Project Management Department submits the completion acceptance report. Quality supervision agencies report on the status of project quality supervision. 3) Conduct compliance reviews on special inspections such as fire protection, environmental protection, safety facilities, occupational disease prevention facilities, document management, and final account audits. 4) Review the completion acceptance report and individual summaries. 5) Conduct on-site inspections of the project construction. 6) Require the relevant units to make corrections within a specified time frame for the existing problems. 7) Conduct a comprehensive evaluation of the construction project to formulate preliminary acceptance opinions signed by the members of the acceptance team. 5.5.2 If the parties participating in the preliminary acceptance fail to reach a consensus, they shall propose solutions until a consensus is ultimately reached. 5.5.3 After a construction project has passed the preliminary acceptance and meets the conditions for final acceptance, the Project Management Department shall submit an application for final acceptance to the specialized company. 5.6 Completion Acceptance Procedure 5.6.1 Completion Acceptance Procedure: 1) The company issues a directive to establish a completion acceptance committee, which determines the agenda for the completion acceptance meeting. 2) The Engineering Project Management Department submits the completion acceptance report. Quality supervision agencies report on the status of project quality supervision. 3) Conduct on-site inspections of the construction project. 4) Review the individual summary. 5) Review the completion acceptance report. 6) Conduct compliance verification for the special acceptance. 7) Put forward rectification suggestions for the remaining issues of the construction project and ensure their implementation within a specified time frame. 8) Sign the completion acceptance appraisal form. 5.7 Requirements for completion acceptance: During the project construction process, units responsible for technology, design, procurement, external affairs, construction, supervision, and production must strictly comply with the relevant provisions outlined in the Shareholding Company’s \"Manual for Completion Acceptance of Refining and Chemical Engineering Projects.\" In accordance with the unified requirements set by the Project Management Department, these units should carefully collect and compile preliminary project documents, completion documents, and documents related to project acceptance, ensuring that such documents are original, authentic, accurate, scientific, and well-organized. This process should proceed in parallel with the actual construction of the project, and great emphasis should be placed on the preparation work for completion acceptance, so that this work is carried out simultaneously with the project construction. 5.7.1 Before the handover of a construction project, the Project Management Department shall organize the drafting of relevant documents, and the company will issue a directive to establish a preliminary project acceptance team or a final project acceptance committee. It also held its first meeting to, based on the progress of the project construction, clarify the tasks and objectives regarding the completion acceptance for all parties involved in the construction project. 5.7.2 Starting from the preliminary stages of a project, the Company’s Technology Department shall promptly organize the collection and accumulation of preliminary project documents such as project proposals, feasibility study reports, and preliminary designs. These documents shall be sorted, cataloged, and filed in accordance with regulations. Within 10 days after the project handover, they must be submitted to the Company’s Archives for review and archiving. The division of tasks for the preparation (or collection) of preliminary project documents is shown in Table 2. 5.7.3 Within 60 days after the handover of a construction project, the Project Management Department shall submit the project construction documents and as-built drawings to the company’s archives department for review and filing. The supervision documents shall be organized, cataloged, and filed by the supervision company in accordance with relevant regulations, and submitted to the company’s archives department within 30 days after handover, where they will be filed after review. 5.7.4 Within 30 days after the commissioning of a construction project, units responsible for engineering, design, procurement, foreign affairs, construction, general engineering contracting, supervision, and production must, in strict accordance with the relevant provisions of the \"Handbook for the Completion Acceptance of Refining and Petrochemical Construction Projects\", complete the preparation of the completion acceptance documents and submit them to the Project Management Department. 5.7.5 Within 40 days after the handover of a construction project, the Project Management Department shall organize the completion of the project’s final settlement procedures. The company’s Audit Department shall complete the audit related to this settlement within 20 days. Within 20 days after the completion of such audit, the company’s Finance Department shall organize the final accounting for the construction project. 5.7.6 The Company’s Safety and Environment Department, Audit Department, and General Manager’s Office shall, in accordance with the requirements of the Joint Stock Company’s \"Manual for the Completion Acceptance of Refining and Chemical Engineering Projects\", complete the special acceptance inspections related to fire protection, environmental protection, safety facilities, occupational disease prevention facilities, documentation, and final account audits within 3 months, after the construction project has successfully started up with feedstock and has been operating stably for 1 month. The relevant documents and materials shall then be handed over to the Project Management Department. 5.7.7 The Engineering Project Management Department shall promptly collect, organize, and compile the documents related to the project’s completion and acceptance. The compilation of these documents must be completed within 30 days after the completion of the special inspections. Prepare the project completion and acceptance report, and carry out the approval procedures as required. The division of labor for the preparation (or collection) of project completion acceptance documents is shown in Table 3. 5.7.8 Once the preparations for the project’s completion acceptance are finished, the Project Management Department shall organize the completion acceptance in accordance with the procedures specified in section 5.6. 5.7.9 Within 30 days after the completion of the agenda for the project’s acceptance, the Engineering Project Management Department shall organize the revision and official publication of the project acceptance documents. These documents shall be archived in accordance with regulations. One set of the acceptance report and the certificate of acceptance shall be submitted to the specialized company for record-keeping. 5.8 Special Acceptance 5.8.1 Contents and Requirements for Special Acceptance The special acceptance as part of the completion acceptance of a construction project includes inspections in six areas: fire safety, environmental protection, safety facilities, occupational disease prevention facilities, documentation, and audit of the final accounts. The special inspection for the completion acceptance of construction projects shall be completed within 50 days after successful commissioning with feed. 5.8.2 Fire safety inspection and approval 1) The company’s Safety and Environment Department is responsible for contacting the government’s fire safety supervision authorities and handling the procedures for fire safety inspection of construction projects. 2) For construction projects that are equipped with **the specified automatic fire protection systems, after the project is completed, in accordance with the requirements of the \"Regulations on Fire Protection Supervision and Inspection for Construction Projects\", the construction unit shall entrust a qualified testing agency for building fire protection systems to conduct technical tests, so as to obtain a technical test report for those systems. 3) Before the project is put into use, in accordance with the \"Regulations on the Management of Fire Supervision and Inspection for Construction Projects\", the company’s Safety and Environment Department submits an application for fire inspection of the project to the public security fire supervision authorities, provides the technical test report on the building’s fire protection facilities, fills out the \"Application Form for Fire Inspection of Construction Projects\", and organizes the fire inspection. 4) The issues raised during the fire safety acceptance inspection shall be rectified under the organization of the company’s Safety and Environment Department. 5.8.3 Environmental protection acceptance 1) The Company’s Safety and Environment Department is responsible for contacting the government’s administrative department for environmental protection and handling the procedures for special environmental protection acceptance. 2) Before the trial production of a construction project, in accordance with the requirements of the \"Administrative Measures for Environmental Protection Acceptance upon Completion of Construction Projects\", the company’s Safety and Environment Department submits an application for trial production to the government environmental protection authority that has the power to grant approval. Trial production may commence only after approval is granted by the environmental protection administrative authority. 3) For construction projects undergoing trial production, in accordance with the requirements of the “Administrative Measures for Environmental Protection Acceptance upon Completion of Construction Projects”, the Company’s Safety and Environment Department shall, within one month from the date of trial production, apply to the government environmental protection administrative department with approval authority for environmental protection acceptance upon completion of the construction project, and submit the corresponding acceptance documents. 4) During the trial production period, in accordance with the provisions of the “Regulations on the Management of Environmental Protection for Construction Projects” (State Council Decree No. 253) and the “Measures for the Administration of Environmental Protection Acceptance upon Completion of Construction Projects” (**Order No. 13 of the State Environmental Protection Administration), the Company’s Safety and Environmental Protection Department shall promptly engage an environmental monitoring station or an environmental radioactive monitoring station possessing the requisite qualifications approved by the competent environmental protection administrative department, or an environmental impact assessment agency with corresponding qualifications, to prepare an environmental protection acceptance monitoring report (form) or an environmental protection acceptance investigation report (form). The unit responsible for the environmental impact assessment of a construction project shall not simultaneously undertake the preparation of the environmental protection acceptance investigation report (form) for that same project. 5) The Safety and Environmental Protection Department of the company shall promptly organize corrections regarding the issues raised in the environmental protection acceptance inspection. 5.8.4 Completion acceptance of safety facilities
1) The Company’s Safety and Environmental Protection Department is responsible for contacting the government authorities in charge of work safety supervision and administration, and handling the procedures for the special acceptance of safety facilities. 2) Prior to the trial production (operation) of a construction project, in accordance with the “Implementation Measures for Safety Permits for Construction Projects Involving Hazardous Chemicals” (**Order No. 8 of the State Administration of Work Safety), the Company’s Safety and Environmental Protection Department shall submit the trial production (operation) plan for the construction project to the relevant authorities responsible for issuing safety permits for construction projects, as well as to the authorities responsible for issuing other safety production permits related to hazardous chemicals, for the purpose of filing. 3) Prior to the completion acceptance of safety facilities for a construction project, in accordance with the “Implementation Measures for Safety Permits for Construction Projects Involving Hazardous Chemicals” (Order No. 8 issued by the State Administration of Work Safety), the Company’s Safety and Environmental Protection Department shall, as required, select a safety assessment agency with the appropriate qualifications to conduct a safety assessment on the trial production (use) of the construction project and its safety facilities. 4) Before a construction project is put into production (use), in accordance with the “Implementation Measures for Safety Permits for Construction Projects Involving Hazardous Chemicals” (**Order No. 8 of the State Administration of Work Safety**), the Company’s Safety and Environmental Protection Department shall apply to the relevant authority responsible for issuing safety permits for construction projects for the completion acceptance of the project’s safety facilities, and complete all procedures related to such acceptance. 5.8.5 Completion acceptance of occupational disease prevention facilities 1) The Company’s Safety and Environmental Protection Department is responsible for contacting the government health administrative authorities and handling the special acceptance procedures for occupational disease prevention facilities in construction projects. 2) Before the completion acceptance, in accordance with the requirements of the \"Regulations on Occupational Health Assessment for Construction Projects\" (No. 375 issued by the Health Supervision Department) and the \"Administrative Measures for the Classification of Occupational Disease Hazards in Construction Projects\" (Order No. 49 issued by the Ministry of Health of the People’s Republic of China), the company’s Safety and Environment Department shall entrust a qualified occupational health technology service agency to conduct an assessment of the effectiveness of measures taken to control occupational disease hazards. This assessment should, whenever possible, be carried out by the same technical agency that prepared the preliminary assessment report on occupational disease hazards. 3) For construction projects that require trial production, in accordance with the Requirements for the Classification and Management of Occupational Disease Hazards in Construction Projects (Order No. 49 of the Ministry of Health of the People’s Republic of China), it is necessary to monitor the operation of occupational disease prevention facilities and the occupational disease hazard factors in the workplace during the trial operation period, and to evaluate the effectiveness of occupational disease hazard control within 12 months of the trial operation. 4) After the evaluation of the effectiveness of controls against occupational disease hazards is completed, in accordance with the requirements of the \"Regulations on the Occupational Health Review of Construction Projects\" (No. 375 issued by the Health Supervision Department), the company’s Safety and Environment Department shall submit an application for completion acceptance or registration to the health administration department that originally approved the preliminary assessment report on occupational disease hazards. This application must include a \"Application for Completion Acceptance (Registration) of Occupational Disease Prevention Facilities in Construction Projects\", along with all relevant documents as required. 5) The company’s Safety and Environment Department shall promptly organize rectifications for the issues raised by the health administration authorities, and complete the administrative approval procedures for the completion inspection of occupational disease prevention facilities. 5.8.6 Archive Acceptance 1) The archive department of the company’s management office is responsible for contacting the archive management department of the joint-stock company and handling the procedures for accepting the archives related to construction projects. 2) The archives office of the company’s management department shall, in accordance with the requirements of the \"Measures for the Acceptance of Archives for Major Construction Projects\" (Document No. Dangfa 2) and the \"Regulations on the Management of Archives for Construction Projects of China National Petroleum Corporation\" (Document No. Youqiubanzi 244), prepare an application report for archive acceptance, fill out the \"Application Form for the Acceptance of Archives for Construction Projects\", and submit such an application to the corporation’s archives management department. 3) The archive acceptance should be carried out simultaneously with the two stages of project acceptance: the preliminary acceptance and the final acceptance, with emphasis placed on the preliminary acceptance stage. 4) The archives department of the company’s management office should promptly organize corrective actions for the issues identified during archive inspections.
