Why are the mechanical properties of steel plates retested in batches, while their chemical composition is retested based on the furnace/charge number? I’d appreciate it if experts could explain this

Rolling is carried out only after the composition within the furnace has been adjusted; this can be understood as processing batches of 30T each. Once the composition in the furnace is fixed and becomes representative, issues may arise during the rolling process due to changes in the manufacturing process, so inspection is conducted on a batch basis
