Help: There is a large discrepancy between the steam production and the users’ consumption

Here we have 6T gas steam boilers; the steam pipeline, with a diameter of 300 mm, runs for about 300 meters to the user’s metering device, and there are two drain valves along its length. Currently, only two users are using steam. Under normal circumstances, when both users use steam as intended, the loss is around 10%-15%. However, one user uses steam intermittently due to the type of goods being processed; during the periods when this user does not use steam, the steam loss increases to 30%, and recently it has even reached 46%. I’m new to this field, so I hope everyone can **help analyze it for me**.
How was a loss of up to 46% achieved? It must consume fuel just like waiting at a traffic light!
It is our production volume minus the amount used by users, which accounts for 46% of the total production
Under normal circumstances, boilers are equipped with regulators, so users don’t need to close the valves manually; the boiler’s combustion will decrease automatically. If the combustion in your boiler doesn’t decrease automatically, then the pressure in the pipes will surely rise, and losses will definitely increase
Steam loss is mainly a metering issue.
