This phenomenon is clearly oxygen corrosion. From your photos, it appears to be a WNS steam boiler, with corrosion occurring on the threaded smoke tubes on the water side. According to GB1576, an deaerator is recommended for boilers of 10 tons or more; however, it is also stated that if there is significant corrosion, a deaerator is necessary regardless of the boiler’s capacity.
