Rent a temporary torch

Is there any service for renting temporary torches in the country? Is the temporary torch’s height different from the current height? The current torch is installed at the top of the chimney, at a height of about 50 meters ； But the torch burns exhaust gas normally; can the temperature be lowered a bit? Does anyone have experience in this area?
Is there no inspection for environmental protection? Is it still allowed for the torch to burn?
It seems that no company in China offers the service of renting temporary torches, but such services are available abroad.
There should be no problem. It currently has torches in operation, and it should have undergone environmental impact assessment approval.

Its flare should be a towerless type of flare, with the flare piping attached to the chimney for fixation. The top of the torch is higher than the chimney.
Similar types include torches placed on industrial furnaces, on tower equipment, or on buildings; however, such attached torches are rather unconventional and, due to safety radius constraints, are generally not used very often.
Environmental penalties are imposed not because of the torch itself, but because its operating conditions do not meet environmental requirements.
Since torch equipment is custom-made, there are no companies in China that offer torch leasing; each one is designed separately.
