Non-radial opening reinforcement

For cylinders and heads with non-radial openings, the length-to-diameter ratio for reinforcement is required to be less than 2. But could someone please explain how this ratio is calculated? Thank you!
Is the major axis simply the measured arc length?
It’s an empirical value, right? It’s too large; stress concentration will be high, so it might not be suitable for the area reinforcement method. Measure the chord length instead
