For a Class A manufacturing license, there should be three personnel at level II or above (including level II). UT has the same requirement. One’s own company can issue RT test reports

If it is a Class A pressure vessel manufacturing unit, the licensing requirements specify the need for 3 personnel at Level II (including those at Level II); since they only have 2 such personnel, they must outsource the RT testing to a qualified unit. As for issuing their own report, all they can do is sign and confirm the report issued by that other unit, with them acting as the person responsible for non-destructive testing.

At present, our company holds an A2 license for pressure vessel manufacturing. There are two inspectors certified to carry out inspections: one is qualified at level 2 in RT/UT/PT/MT, while the other is only qualified at level 2 in RT. Currently, our company itself issues RT reports for categories 1 and 2, while for category 3, we entrust external agencies to carry out the inspections. I asked the company’s quality assurance officer, and he said that the staff from the local inspection agency as well as the reviewers for the A2 certification all stated that their company is qualified to issue the reports itself. I have two questions: First, if they don’t even meet the basic requirements for testers, how can they be qualified to issue reports? Secondly, if possible, can an inspector with only RT qualifications issue RT reports for Class 1 and Class 2 products?
