About the boiler head

The inner height of the head is inconsistent in the "Industrial Boiler General Parts Atlas" and GB/T25198-2010 "Pressure Vessel Head". Regardless of the straight edge, the inner height of the container head is measured to the inner edge, and the measurement in the atlas is to the outer edge. So when drawing the boiler head, which one is suitable to choose? Take the head with an inner diameter of 1200 and a thickness of 10 as an example. Regardless of straight edges, the inner height of the container head is 300 and the inner height of the album head is 290. Which one should I choose?
The boiler head is the same as the head in the pressure vessel based on the outer diameter. Due to differences in mold manufacturing, the boiler drawings shall prevail.

Is this true? Do we need 2 sets of head molds for boilers and containers?
