Verification of boiler strength calculation

In the pressure check performed after calculating the strength of the tube sheet in a shell and tube boiler, is it acceptable if the resulting pressure is higher than the design pressure, or must it be higher than the hydrostatic test pressure?
The maximum allowable operating pressure is relative to the rated operating pressure; it is not in conflict with the hydrostatic test pressure, nor is there any comparison between them. It’s obvious that different temperatures result in different stresses!
