Can a 20% ammonia solution storage tank be installed inside the workshop?

Our company uses ammonia solution with a concentration of 20% for desulfurization purposes. The storage tank has a capacity of 45 m3, and it was originally designed to be placed inside the workshop. During the safety assessment, experts stated that ammonia solution with a 20% concentration falls into Category C and therefore cannot be located inside a workshop. So, can an ammonia storage tank indeed be placed inside a workshop? What standards can prove it? Thank you all!
Without checking the standards, intuition tells me it’s dangerous and not proper.
It depends on the grade of your workshop; if it’s a Class A factory building, then there should be no problem with having this there
Ammonia water is classified as Category C, while the workshop is a Category D facility
