Why is the thickness of the mid-gusset plates in some large storage tanks set at 11 mm?

The thickness of the mid-gusset plates in some large storage tanks is set at 11 mm, whereas the standard requires only 8 mm. What are the reasons for using 11 mm?
It’s better to have it thicker rather than thinner; a greater weld thickness or corner joint height makes it less likely to leak
Is it a mid-span plate in the floor slab? High pressure? What I commonly see are mostly 5mm or 6mm; the edge panels of the base plate are thicker and need to be calculated.
Apart from corrosion, there shouldn’t be any other reasons.
The thickness of the middle plates is 11 mm; the edge plates are likely not too thin either, probably due to a large corrosion margin!
