In September, the China Chemical Equipment Association held a training course for those seeking certification as pressure vessel design approvers in Jiangsu. Previously, this responsibility lay with the Pressure Vessel Standards Committee, but it was later transferred to the Equipment Professional Committee; now the Chemical Equipment Association has gotten involved as well. It’s unclear whether the certificates issued through this program will be recognized. What’s even more amusing is that the Pressure Vessel Standards Committee published an article titled “The 5th Training and Awareness Session for Boiler and Pressure Vessel Workers in 2018 was successfully held in Lanzhou,” stating that Yang Guoyi, the deputy secretary-general of the committee, attended the session and delivered an opening speech. Discussions were held with a wide range of participants regarding the current status of management for third-party training and assessment of pressure vessel design approvers, as well as the division of responsibilities between training and assessment activities and continuing education. Specifically, third-party training and assessment, along with continuing education, are carried out through collaboration between the Pressure Equipment Professional Committee and the National Standardization Technical Committee for Boilers and Pressure Vessels, so as to be used as references by certification and evaluation agencies. ”It seems to be intentionally implying that the Rong Biao Committee only recognizes certificates issued by the Pressure Equipment Subcommittee; it feels like this industry is in a poor state already, and yet they still create such chaos – how ridiculous! ! !
Driven by interests, this qualification assessment was abolished at the **level, so more associations and groups are competing for share of the market

There’s also an exam from the Gas Association; does the Competency Committee recognize it?

The Pressure Equipment Professional Committee actually refers to the Gas Pressure Equipment Professional Committee of the China Industrial Gases Association (abbreviated as “China Gas Association”), see the official screenshot:

Damn it, after the evaluation was completed yesterday, all 5 auditors in our department (who have had their certificates renewed once or up to three times) have to take a closed-book exam. The Special Inspection Institute doesn’t recognize those audit certificates at all; two months ago, when auditors in other departments had their certificates renewed, they didn’t need to take any exams. It’s entirely up to the certification renewal team; if they approve your certificate, then it’s valid, but if not, it makes no difference whether you have a certificate or not. It’s chaotic...
Working with special equipment requires a high degree of precision; things cannot be done carelessly...
It’s a mess. The General Administration for Quality Supervision, Inspection and Quarantine mentioned third-party credible institutions, but it didn’t specify who determines which parties are credible. Different associations are competing for these roles, and it seems that the evaluation panels are chosen randomly, with no recognition among them. What’s supposed to be done?
