Usage management: To ensure the safe operation of pressure vessels, it is necessary to strengthen the registration and management of their usage, and to standardize such registration practices. The specific measures are as follows. 01 Scope of use registration. Fixed pressure vessels, mobile pressure vessels (railway tank cars, road tank cars, tank containers), gas cylinders, and oxygen chambers, etc., within the scope of application of TSG21-2016, TSGR0005-2011, etc. 02 Units and individuals that use pressure vessels must go through the required registration procedures for such vessels and obtain a \"Registration Certificate for the Use of Special Equipment.\" Pressure vessels that have not undergone this registration process or obtained such a certificate shall not be used without authorization. 03 The pressure vessel use registration certificate is valid during the period when the pressure vessel passes its regular inspections. 04**The General Administration of Quality Supervision, Inspection and Quarantine is responsible for the supervision and management of the registration of pressure vessel use across the country, while local quality and technical supervision departments at the county level and above are responsible for such supervision and management within their respective administrative regions. 05 Before putting each pressure vessel into use, or within 30 days after its deployment, the user entity shall apply to the local registration authority for use registration in order to obtain a use registration certificate. 06 When applying for registration of use, the user entity shall submit to the registration authority, one by one for each pressure vessel, the relevant documents regarding its safety valves, rupture disks, emergency shut-off valves and other safety accessories in accordance with the following provisions: a. Design documents required by safety technical specifications, product quality certification, installation and operation/maintenance instructions, and certificates of supervision and inspection during manufacturing and installation ； b. Certificate of installation quality for boiler and pressure vessels ； c. Quality certificates or product quality approval documents, as well as mandatory product certification certificates for the mobile pressure vessel components and pressure-bearing accessories; oxygen chambers fall under the scope of pressure vessel regulation, so a registration form for their use is required ； d. Relevant rules and regulations on the safe management of pressure vessel use. 07 The registration authority receives the documents submitted by the user unit along with the registration paperwork: Special Equipment Use Registration Certificate ； Appendix for the registration of boiler and pressure vessel use ； Pressure Vessel Registration Card (Basic Information) ； Pressure Vessel Registration Card ； Certificate of Installation Quality for Boilers and Pressure Vessels ； Appendix for the registration of mobile pressure vessels ； Appendices such as the oxygen chamber usage registration form, etc. The review and registration for use shall be conducted in a timely manner in accordance with the following provisions. 08 When issuing the use registration certificate, the registration authority shall assign codes in accordance with the \"Method for Coding Special Equipment\" in Appendix D of TSG21-2016 \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\". The device code is a code identifying the device; it must be unique and is composed of the device’s basic code, the manufacturer’s code, the year of manufacture, and the serial number, with no spaces in between. The device code is established by the safety supervision agency and is a permanent code issued when the device is first registered for use. Regardless of changes in the owner, location of use, or performance, the code for the same set of equipment remains unique throughout its use, inspection, repair, modification, relocation, and transfer of ownership, until the equipment is scrapped. The device code consists of 17 digits in total. The registration code for the use of pressure vessels is assigned by the safety supervision agency when issuing the registration certificate for such vessels, and its composition is as follows. The basic code for equipment is formulated according to the classification code for special equipment (4 Arabic digits) ； The manufacturer’s code consists of the administrative region code (2 Arabic digits) corresponding to the location of the authority responsible for granting manufacturing permits to that manufacturer, and the sequential number (3 Arabic digits) assigned to that manufacturer’s manufacturing permit ； The manufacturing year consists of the year in which the product was manufactured (4 Arabic digits) ； The manufacturing sequence number consists of a product sequence number (4 Arabic digits) assigned by the manufacturing unit itself. 09 When issuing a certificate to the user unit, the registration authority shall return the submitted documents and a filled-out registration card. The user entity shall establish safety technical records and properly keep the use registration certificate and related registration documents. ① The user entity shall hang or fix the use registration certificate on the pressure vessel itself (except in cases where this is not possible), and spray the number of the use registration certificate in a visible location on the pressure vessel. ②If a user employs pressure vessels manufactured by a unit without a manufacturing license, the registration authority shall not grant registration. ③The user unit shall establish pressure vessel record cards. 10 In the event that there are changes in the safety condition of a pressure vessel, it is taken out of use for an extended period, is relocated, or its ownership is transferred, the user entity shall apply to the registration authority for a change of registration. 11 If a pressure vessel is intended to be out of use for more than 1 year, the user shall seal the vessel, apply to the registration authority for suspension of use within 30 days after sealing it, and return the use registration certificate to the registration authority for storage. 12 If the relocation site spans the administrative region of the original registration authority, the user entity shall submit the original use registration certificate and registration card to the original registration authority to apply for cancellation. The original registration authority shall make a cancellation mark on the registration card and issue a \"Certificate of Transfer or Relocation of Boilers and Pressure Vessels\" to the user entity. 13 In the case of pressure vessels that fall under any of the following circumstances, an application for change registration shall not be submitted: a. Registration for use has not been completed at the original location of use ； b. No regular inspections were carried out at the original location of use, or the result of the regular inspections was to cease operation ； c. Already scrapped at the original location of use ； d. Illegally repaired or modified by arbitrarily changing the usage conditions ； e. Without technical documents and nameplates ； f. With potential accident hazards ； g. Pressure vessels with a safety condition rating of level 4 or 5, or pressure vessels that have been in use for more than 20 years. 14 When a pressure vessel is scrapped, the user unit shall return the usage registration certificate to the registration authority for cancellation. ； 15 The inspection body that conducts periodic inspections shall, after the equipment passes the inspection, mark the certificate of passing the periodic inspection as well as the date of the next inspection on the use registration certificate. For defective equipment, the inspection agency shall promptly inform the registration authority. 16 After the periodic inspection of pressure vessels, the inspection agency shall determine the safety condition grade of the pressure vessels in accordance with the provisions of the \"Classification and Explanation of Safety Condition Grades for Pressure Vessels\".
