As the title suggests, is it necessary for a design institute to produce drawings when purchasing a prefabricated pressure vessel? I would appreciate your guidance.

It’s not necessary. However, the equipment manufacturer must possess the qualifications for designing pressure vessels, and the manufacturer is required to provide the design drawings.
The equipment manufacturer only needs to have a manufacturing license; as for the drawings, they can be commissioned to a design institute. The warranty document must include information regarding the design qualifications of the commissioned design institute, as well as the drawings produced by that institute.
What the original poster is referring to is purchasing ready-made equipment, that is, equipment produced in bulk; each unit comes with a warranty certificate from the manufacturer, and it has been inspected and approved by the regulatory authorities, with the TSG approval mark printed on its nameplate.
Pressure vessels can only be manufactured using design drawings prepared by entities with the appropriate qualifications for pressure vessel design (which can be design institutes or equipment manufacturers).
