Who is responsible for the design of lifting lugs for large equipment? Is it the design unit, the construction unit, or some other entity? What is the basis for this?
It must be the design firm, because they know the structure of the equipment and its stress points. People who are not designers cannot rely on appearance alone.

It is certainly the equipment design manufacturer who is responsible for the design, but the construction party must provide a lifting plan so that the designer can determine the location of the lifting lugs based on that plan.
On what basis? There are no standard regulations, and in the absence of contractual obligations, the owner cannot require anyone to carry out this design.
For projects that have been completed, there are technical agreements in place – agreements among the client, the general contractor, and the designer. I’ve seen on site many cases where the tower design team did not specify any lifting lugs; instead, it was the construction company’s lifting team that calculated where these lugs should be placed, and such arrangements have worked successfully. Not everything has to be based on a formal specification.
A basis has been found. Section 7.10.1 of the Standard for Steel Pressure Vessels in the Petrochemical Industry (SHT3074-2007) stipulates that: \"The design of lifting lugs for large-scale equipment shall be carried out in accordance with SH3515 by the lifting unit.\" The lifting equipment selected by the design unit or provided by the manufacturer can be used for lifting on site only after it has been verified and approved by the lifting contractor. ”The standard definition states: \"In accordance with SHT3515, the lifting construction technical documents (including the calculations for lifting lugs) shall be prepared by the lifting contractor and approved by the chief engineer of that contractor.\" The design unit of the container does not possess the qualifications and expertise for lifting. For special equipment, the lifting company can, in accordance with the lifting plan, submit requirements to the container’s design and manufacturing party regarding the installation of lifting lugs (including the materials, structure, positioning, and technical specifications for the lugs, tail lifts, reinforcement structures, etc.). Once the design party confirms that this will not affect the container’s functionality, then the installation of the lugs or lifting columns can be carried out. ”It seems that this matches what you saw on site.

The construction unit is responsible for selection, while the manufacturing unit handles production and installation
The lifting unit is best suited to choose the structure and location. The design unit shall, at most, draw it on the drawings according to the crane operator’s instructions, so that it can be manufactured together with the equipment itself at the manufacturer’s facility. If both the selection and location are determined by the design institute, what is designed may not meet the preferences of the lifting team, and it may not be easy to use.
