I would like to ask everyone: which department is responsible for preparing the quality plan for pressure vessels? Some say it is prepared by the process department of the Technology Section, while others say it is the Quality Inspection Section that is responsible for preparing it. In a company, who should be responsible for preparing it?
Often, when it’s not clear who should handle a task, one should ask who will use it and for what purpose. Returning to the original question regarding the preparation of quality plans, first check the level of quality control in your organization, as well as documents such as quality assurance manuals; these should outline how quality plans are prepared and signed off. It stipulates that whoever is designated to prepare it shall be the one to do so. As for which department should be responsible for preparing it, let the leaders decide. There’s no need to discuss logic here; when rules exist, reason doesn’t apply
It is more reasonable for the technical department to prepare this; the technical department sets the rules, while the quality inspection department enforces them. If your organization’s system documents have specific requirements, follow those requirements.
It seems more convincing when compiled by the inspection department
The quality inspection department is most familiar with the relevant standards for container manufacturing, so it is most reasonable for them to prepare them.
The quality plan is prepared in accordance with drawings, agreements, and technical requirements; it is used for quality control as well as to determine external deadlines. Therefore, it is more appropriate to refer to it as a quality document
