The client requires production in accordance with the drawings provided by the design institute (the date on which the design institute approved these drawings is this year, not for old drawings). Medium composition: hydrogen, carbon monoxide, carbon dioxide, methane, nitrogen, water. The design institute classifies these as highly hazardous media. The equipment has a diameter of DN1800 and a height of 7 meters; its material is Q345R. When classified as highly hazardous, the steel plates require ultrasonic testing, heat treatment, as well as welding test pieces, which increases costs significantly. Although, according to GB5044, carbon monoxide is considered highly hazardous, after reviewing the Solid Waste Regulations, I believe that its toxicity should be classified in accordance with HG20660. But since this is a drawing from the design institute, it’s not certain. What are everyone’s opinions?
In my personal opinion, pressure vessels under the jurisdiction of TSG21 can be classified as medium-grade according to HG20660-2000; if not, they should be classified as high-grade according to HG20660-2017. I think the reason design institutes classify certain tasks as highly hazardous is from a safety perspective; if it were me designing, I would definitely choose the higher standard rather than the lower one
This issue is controversial. TSG21-2016 states that HG20660-2010 should be followed, but HG20660-2017 has replaced HG20660-2010; in other words, HG20660-2010 is now obsolete. Personally, I think it should be set high rather than low.

The fixed capacity regulations clearly state that the standards applied are those from the year 2000, and the reply from the general administration also indicates that these 2000 standards are to be used; therefore, a moderate level is acceptable
