(1) Accident reporting 1. After an accident involving special equipment occurs, the persons present at the accident site shall immediately report to the person in charge of the entity where the accident took place； Upon receiving the report, the person in charge of the entity where the accident occurred shall report to the market supervision and administration department at or above the county level in the location of the accident, as well as the relevant departments, within 1 hour. 2. In emergency situations, the relevant personnel at the accident scene can directly report to the market supervision and administration department at or above the county level where the accident occurred. 3. The report of an accident shall include the following information: (1) The time and place of the accident, an overview of the unit, and the type of special equipment involved ； (2) Brief account of the accident, extent of damage at the scene, number of casualties already suffered or potentially suffered as well as those at risk, and preliminary estimate of direct economic losses ； (3) Measures already taken ； (4) Presenter’s name and contact number ； (5) Other situations that need to be reported. 4. If new developments occur after the accident is reported, or if the details of the accident have not been fully reported, updates should be submitted promptly. The follow-up report should include: detailed information about the unit where the accident occurred, a detailed account of the accident, the manner in which the equipment failed and the extent of the damage, changes in the number of casualties or people at risk, direct economic losses, emergency measures taken to prevent secondary disasters, and any other information that needs to be reported. Within 30 days from the date of the accident, if there are changes in the number of casualties, the relevant entities shall submit an updated report or a supplementary report promptly on the day such changes occur. 5. Units and individuals involved in the accident shall not delay reporting, give false reports, or conceal information about the accident; they shall not hide or destroy relevant evidence or deliberately damage the accident scene. (II) Accident handling 1. Upon receiving an accident report, the person in charge of the unit where the accident occurred shall immediately activate the accident emergency plan, take effective measures to organize rescue efforts, prevent the accident from spreading, and reduce casualties and property losses. 2. The entity responsible for the accident and its personnel shall properly safeguard the accident scene and relevant evidence, and promptly collect and organize relevant materials to prepare for the accident investigation ； If necessary, the equipment, premises, and documents should be sealed up and kept under the supervision of a designated person. 3. The person in charge of the unit where the accident occurred and relevant personnel shall not leave their posts without permission during the accident investigation, and must be available at all times to answer questions from the accident investigation team. 4. The entity responsible for the accident and the party at fault shall implement corrective measures in accordance with the law to prevent similar accidents from occurring. The implementation of preventive and corrective measures should be subject to the supervision of trade unions and employees. The entity responsible for the accident shall promptly report to the municipal market supervision and administration department at the location where the accident occurred on the implementation of preventive and corrective measures. 5. If an accident causes damage, the party responsible for the accident shall bear the liability for compensation in accordance with the law.
