There are two scenarios: 1. Are a safety valve and pressure gauge necessary? 2. Is it necessary to install it if there is a pressure gauge interface designed?
If there is a safety valve, a pressure gauge should also be installed; otherwise, it is impossible to determine whether the pressure is too high.
Devices with pressure gauge ports and safety valve ports must be installed as per the design. If the design drawings specify the installation of a safety valve system, it is sufficient for such a system to be present; it is not necessary for it to be installed on the container itself.
It is usually included; if not, it will be indicated in the drawings as part of the piping system, depending on the process.

Generally, the design requirements specify that all necessary components should be included. In practice, it has been found that some users do not install the safety accessories in accordance with the design specifications; in some cases, blind flanges are used in place of the valves that are supposed to serve as safety devices. I consider this to be an irresponsible approach. Safety is no trivial matter – once problems arise, it will be too late to regret it. Safety valves and pressure gauges also need to be calibrated regularly; one should not cut corners for convenience’s sake
The answer on the 3rd floor is correct, but it is also allowed to install safety valves that meet the requirements on the pressure source.
