Why is there no martensitic steel in stainless steels for pressure equipment?

Why does NB/T 47010, which deals with stainless steel forgings for pressure equipment, not include requirements for martensitic steel? Can’t martensitic steel be used in pressure vessels?
Not only is there no martensitic stainless steel, but isn’t there even T8 steel?
It seems to have high hardness, high brittleness, and poor toughness, so it’s not suitable
There are two basic forms of martensite: lath martensite (dislocation martensite) and platelet martensite (also known as acicular martensite). These forms can easily lead to failure in steel components during use. Therefore, materials with this structure are not used as pressure vessels.
