Seeking advice on the reserved load on the tank top

When designing the roof of large storage tanks, consideration is given to the components that will be installed on the roof later on, as well as the temporary construction loads (formulas already exist for snow loads, so they are not within the scope of my questions). How should this value of the load be determined? ? ?
Fixed roof live load (kPa) refers to the fixed roof live load on the horizontal projection plane, and it should not be less than 1.0 kPa;
