Why is there no equipment code on the pressure vessel nameplate in 2007?

I would like to know what this device code is used for. I have seen that devices from 2007 are not marked with device codes. In 2014, all devices had codes.
The manufacturer said the files were gone, and the supervisory office at the production site also said they didn't have them, so they asked the manufacturer to find a solution. The security registration at the place of use requires this original information. Isn't this deceiving people?
There should be. There are provisions in TSG21-2016 Solid Capacity Regulations.
If you lose your ID card, you can still replace it. It’s not even possible to cover the cost of their equipment. They say the files are only kept for three years.
