Can a diesel storage tank be used to attach the pipe rack base plate to the tank wall?

The diesel storage tank is now in use, and for production needs, a DN150 carbon steel pipeline must be connected from the backup port on the top of the tank; the medium flowing in this pipeline is the diesel vapor that evaporates from within the tank. The specific route of the pipeline is to emerge from the tank top outlet, run along the tank wall down to the pipe piers inside the tank area cofferdam, and then lead outside the cofferdam. The problem now is that there are several fixed and guiding frames on this pipeline that need to be secured to the top and side walls of the tank. However, since the tank cannot be made available, welding is not an option. Is there any adhesive that can be used to attach the base plates of these frames directly to the outer wall of the carbon steel tank, without the need for welding?
