Article 42: When special equipment malfunctions or exhibits abnormal conditions, the entity using such equipment shall conduct a thorough inspection to eliminate potential accident hazards before it can continue to be used. Interpretation of the provision: This article deals with the obligation of the entity using special equipment to eliminate any faults or abnormalities that are detected. During operation, special equipment can experience failures and abnormalities due to various factors; if these are not addressed promptly, they may lead to accidents. If the boiler experiences abnormalities such as overheating, overpressure, or low water level, and these are not resolved in a timely manner, it can lead to an explosion ； If faults occur in lifting equipment, amusement facilities, passenger cable cars, etc., and are not addressed promptly, it often leads to injuries or deaths when people are on board or working there. The using unit must handle this matter carefully; operations that need to be stopped must be stopped immediately, and it is not allowed to continue operating in a faulty condition or to engage in risky activities. Thorough inspections should be carried out, and testing and inspections should be arranged if necessary. It can be put into operation only after the faults and abnormal conditions are resolved.
