Is it possible to weld anchor points on the head of a pressure vessel?

I would like to ask the experts: there is a pressure vessel with a volume of 200 cubic meters. Under normal operation, the pressure within it is below 0.2 MPa, and the wall thickness of the vessel is approximately 8 mm. Is it possible to weld a lifesaving anchor point to the upper head of this vessel, for use in emergency rescue operations in confined spaces?
As you said, it is supposed to be a temporary weld, and that is not allowed. If there is a gasket on the head, it can be welded to the gasket. The welding of the main pressure-bearing components in pressure vessels requires a series of procedures such as design, welding procedure qualification, and inspection.
