Who understands what it means that the \"Rules for the Licensing and Management of Qualifications for Design Units of Pressure Vessels and Pressure Pipelines\" have been repealed following the implementation of TSG 07-2019 \"Rules for the Licensing of Special Equipment Production and Filling Units\"? Does rule design only allow manufacturers to do it, so that design firms without manufacturing facilities cannot design pressure vessels?
The \"Rules for Licensing Special Equipment Production and Filling Units\" cover the design of pressure vessels; no design company belonging to a manufacturing factory is qualified to carry out such design work, and approval must be sought from the **General Administration** to obtain the necessary credentials.
It means to invalidate and stop it – it will no longer be carried out. In other words, new technical specifications replace old ones. Pressure vessels require no installation permits, and on-site assembly has long been considered part of the manufacturing process; yet various regions still adhere to the previous requirements regarding qualifications, awaiting further clarification from the authorities.

I’m not unaware of what “abolish” means; what I don’t understand is why the new technical specifications are intended for manufacturers, while the old specifications that they replace were licensing rules aimed at designers. I have doubts about what should be done next in terms of pressure vessel design after these two sets of specifications are replaced.

Is it still the case that the design agency cannot (or does not need to) carry out the design for pressure vessels? Is it only the manufacturing unit that is responsible for designing pressure vessels?

For new rule manufacturers that only design pressure vessel products for their own entities, the evaluation can be carried out together with the manufacturing certification to obtain the certification (or renew it); if they design products for external clients, a separate design certification must be obtained, as this is unrelated to manufacturing.
