Does a shell-and-tube heat exchanger belong to pressure vessels?

There is currently a shell-and-tube heat exchanger: the shell side operates at atmospheric pressure, while the tube side is at 4.0 Mpa. The fluid in both the tube side and the shell side is water, and its temperature is below the boiling point. The inner diameter of the tube box is greater than 150. Does this constitute a pressure vessel?

Does that mean one can design and manufacture it by themselves, without needing any procedures?

Ensure that there is no gas phase space, and that the operating temperature is not higher than the boiling point at atmospheric pressure; it should be considered a pressure vessel, but it does not fall into that category, meaning it is not subject to relevant regulations. Theoretically, no special qualifications are required for design and manufacturing, but it is necessary to comply with GB/T151, GB/T150, and other regulations related to the manufacture of pressure vessels.
Pressure vessels that are not classified nor subject to inspection are governed by GB150 and not by TSG21
