Our company manufactures skid-mounted equipment, which is equipped with pipelines. Design is required for such equipment – is a pressure pipeline design qualification necessary for this purpose?
Article 3 of the 2019 Announcement by the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment specifies that: \"Pressure vessel manufacturing units may design and install pressure vessels of the same manufacturing grade as those they produce, as well as industrial pipelines connected to such pressure vessels (with the exception of flammable, explosive, or toxic media, and without restrictions regarding length or diameter).\" Therefore, according to your description, a separate pipeline design qualification is not required.
The jacking blocks shall be handled in accordance with the \"Notice on Issues Related to the Safety Supervision of Pressure Equipment (Quality Inspection Special Letter [2012] No. 32)\".

Skid-mounted pressure equipment systems: The manufacturers of skid-mounted pressure equipment systems must possess a manufacturing license for pressure vessels corresponding to the appropriate category. The pressure vessels in the system should be designed and manufactured by entities holding a design and manufacturing license for pressure vessels of the appropriate category, while the piping design in the system can be carried out by entities with a design license for pressure piping of the corresponding level, or by the same entity that designs the pressure vessels in the system.
