What does a petrochemical and chemical plant complex refer to?

Our company is in the field of fine chemicals; we have only a dozen or so special equipment items, including those used for motor vehicles on site. Does this count as a chemical processing plant? Is it necessary to establish a management organization for the safety of such special equipment?
Which standard specification does this come from? Please let the original poster know

Chemical processing equipment sets refer to a collection of several devices that are needed to produce a particular product; these devices are considered one set. An individual device within this set is known as a single unit. However, for some simpler products, it is possible to produce them using just one device, and auxiliary tools are not considered part of such sets
