Problems with manholes in chemical plant storage tanks

There is a manhole at the top of the company’s storage tank. Sometimes, operators need to open this manhole, and they also have to walk on the top of the tank. I would like to ask if it is necessary to install protective grills around the manhole – are there any relevant regulations regarding this? Thank you everyone
When people often walk on top of the pipe, special steps need to be provided; it is not possible to climb up to the top of the tank directly
Could we take a video? It’s best to go by what’s shown in the images. A climbing ladder platform is usually provided at the location where the manhole is situated; I’m not sure what your storage tank looks like.

There should not only be safety barriers, but also walking platforms
