Is a weld qualification for small tubes required for off-spec pressure vessels?

As the title suggests, off-spec pressure vessels are not governed by fixed vessel regulations; therefore, do the butt welds of small pipes with DN < 25 need to be tested in accordance with the specifications for welders of special equipment?
Most of the problems with equipment occur in off-spec and atmospheric-pressure vessels; it’s simply a matter of lack of attention and lower standards being set.

For the welding of off-spec pressure vessels, unless required by the client or a third-party inspection agency, welders certainly do not need to hold qualifications as operators of special equipment.
