Regarding the overflow pipe on the storage tank to drain the medium inside it

I would like to ask under what circumstances will the overflow pipe drain all the water from the storage tank? Isn’t it equivalent to a communicating vessel? It stops discharging liquid when the level reaches a certain point – so how can it empty the medium in the storage tank? Moreover, there is a vent valve at the top of the tank; there’s no possibility of continuous increase in water pressure that would force the water out. What’s the reason for this?
When the overflow port and the liquid level are at the same height, water will be drained. You can refer to my diagram; if you have any other questions, feel free to message me privately
A siphon can drain the water below the pipe outlet, while an overflow pipe can only drain the water above the pipe outlet; hence it is called an overflow
