Help: Chimney reinforcement issue

There is an existing steel chimney with a diameter of 630 mm and a height of 25 m. It was originally secured using cables, but the client now wants it to be self-supporting. What should be the dimensions of the base of the reinforced steel frame, and what should its height be?
This steel chimney falls under the scope of the structural engineering field, but some design firms assign it to the mechanical engineering team to handle, which is unreasonable.
Calculate the wind load to see if it can be satisfied through calculation.
I just want to learn *a little bit; I guess such problems exist in that organization as well
