If supervision and inspection are required, it is necessary to check whether the equipment is of grade A or D; grade D equipment is suitable for this, while grade A equipment is not. Everything can be done without the need for supervision and inspection, but the manufacturing capabilities and testing standards associated with Grade D are still somewhat inferior
In my opinion, it depends on what qualifications are required to manufacture such a heat exchanger; if it is a high-pressure heat exchanger, then it’s not possible, but if it’s medium or low pressure, there’s no problem.
