What does TSG07-2019 c2.1.5 \"It is not allowed to outsource all the pressure-bearing components of pressure vessel products\" mean? As I understand it, some of the components that are under pressure can be outsourced, such as larger flanges or those that cannot be processed within one’s own company. Is this the right way to understand it?
The outsourcing of work related to pressure components refers to: (1) the outsourcing of tasks such as design, material preprocessing, heat treatment, non-destructive testing, and physical and chemical inspections, which must comply with the requirements set out in Attachments B to L of these rules; (2) where outsourcing is permitted, the entrusted party must possess the necessary capabilities, and non-destructive testing as well as the design of pressure vessels and pipelines should be outsourced to entities (organizations) that hold the appropriate qualifications for handling such tasks. It is not allowed to outsource these tasks to inspection agencies that are responsible for supervising and inspecting the same units. The entrusting party must enter into a contract (agreement) with the entrusted party to specify the exact tasks to be outsourced and the detailed requirements; the quality control of the outsourced work is the responsibility of the entrusting party, and it falls under the scope of its quality assurance system; (3) when work is outsourced, no requirements are imposed regarding the personnel and equipment resources directly involved in that work, unless otherwise specified in Attachments B to L of these rules. The entrusting party must assign personnel responsible for managing the quality control system (where such a system is required).
The manufacturing plant certainly has the capability to produce it; it only outsources the production to other units when it is too busy. However, the company remains responsible for the quality, even for those components that are outsourced. This sentence is easy to understand: one must ultimately create the pressure-bearing components oneself, as it’s not possible to outsource their production to other companies. In fact, there’s no need to worry too much; no one would be that foolish as to be able to manufacture something on their own yet not do so, while still having to take on the corresponding responsibilities. No manufacturing company would act that way.
As for what the owner said about being unable to manufacture it, I’m not sure how you obtained the manufacturing qualifications.

Confused, no one gave a complete answer. It’s just copied straight from the book, without any explanation; it’s impossible to understand.
Once you read the entire clause, it becomes easy to understand. As for the flanges mentioned by the original poster, they do not fall under the category of outsourced items; they can be purchased directly, so there is no issue with manufacturing capabilities.
