Requirements for impact energy specifications of product welding test plates

May I ask: Is the impact energy value of the product’s welding test plate considered acceptable when it meets the minimum requirements of GB150 (given that there is a significant difference compared to the base material)? If it fails, where can the basis be found?
In accordance with NB/T47016-2011 requirements
Determined by the manufacturer based on their manufacturing capabilities and equipment design requirements!
Meeting the minimum requirements is also sufficient. Steel plates, steel pipes, etc. shall comply with standards such as GB150; welds and heat-affected zones shall comply with standards such as NB/T47016.
