Do high-pressure threaded lock ring heat exchangers require leak testing every time they are shut down?

In 2017, the high-pressure heat exchangers produced by our company did not meet quality standards; leaks were detected in these heat exchangers (in both the feedstock and reaction effluents), which led to an emergency shutdown. Over the following years, during each shutdown for maintenance, leaks were checked, and each time leaks were found in those heat exchangers – the problem was mainly related to the gaskets in the tube and shell sections. Furthermore, obvious indentations were found at the gasket locations in the tube and shell side gaskets. Dear teachers, does your factory also conduct leak tests every time it stops operating?
I haven’t encountered it; could it be due to a large temperature difference, or too rapid shutdown and cooling?
