Is the outer diameter of the reinforcing ring the projected size?

The drawing of the reinforcing circle gives the inner and outer circles. But since it is an intersecting line, should the outer circle move the inner circle equidistantly outward or should it be set out separately? In other words, should I choose 1 or 2?
Reinforcement is to reinforce metal of equal area. After the opening of the cylinder is expanded, the dimensions will be different in different directions, so the required reinforcement should also be different in different directions.
