Article 6 The State Council and people’s governments at all local levels shall strengthen leadership over the safety of special equipment, and urge relevant departments to fulfill their supervision and management duties in accordance with the law. People’s governments at all local levels at or above the county level shall establish coordination mechanisms to promptly coordinate and resolve issues arising in the supervision and management of special equipment safety. Interpretation of the provision: This article stipulates the responsibilities regarding the safety of special equipment for local people’s governments at the county level and above. Ensuring the safety of special equipment is one of the important responsibilities of people at all levels. Authorities at all levels **have the responsibility to strengthen oversight of the safety of special equipment, take measures to prevent accidents involving such equipment, and safeguard the lives and property of the people. The main responsibilities in the work related to the safety of special equipment are as follows: First, to supervise and support the departments responsible for the safety supervision and management of special equipment, as well as other relevant departments, in fulfilling their duties in this area in accordance with the law. Under the conditions of a socialist market economy, it is an important responsibility of people’s governments at all levels and their relevant departments to strengthen the safety supervision and management of special equipment, create a favorable environment for production and living, and protect the lives and property of the people. The safety management of special equipment is primarily carried out by the **departments responsible for the supervision and management of special equipment, in accordance with their duties in this area. Therefore, people at all levels **should supervise and support the departments responsible for the safety supervision and management of special equipment in fulfilling their duties in accordance with the law from the following aspects: (1) In line with the provisions of this Law and relevant laws, regulations, and rules, they should strengthen leadership and management over the work related to the safety of special equipment within their respective administrative regions, organize relevant departments and local organizations to take measures to ensure the implementation of this Law, adopt administrative measures to carry out safety supervision and management of special equipment in those regions, safeguard the lives and property of the local population, and be responsible for preventing major accidents involving special equipment as well as for handling such accidents promptly and properly once they occur. (II) Hold regular work meetings on preventing major accidents, listen to reports on the safety status of special equipment, and analyze, arrange for, supervise, and inspect the efforts to prevent major accidents involving such equipment in the respective regions. (III) Relevant departments should be organized to conduct a comprehensive inspection of special equipment in their respective areas in accordance with their assigned responsibilities, in order to assess the safety conditions ； Precautions should be taken in locations where major accidents involving special equipment are likely to occur (such as those where special equipment is used in densely populated areas); responsibilities must be defined, measures taken, and relevant departments should be organized and urged to conduct thorough inspections. Urge the relevant parties to implement safety prevention measures for special equipment, and establish a dynamic supervision and management mechanism for such equipment. Urge the grassroots level to do a good job in ensuring the safety of special equipment. (IV) Formulate emergency response plans for major accidents in the respective region in accordance with the provisions of this Law. (5) Organize relevant departments to investigate and address potential major accidents involving special equipment. II. Establish corresponding mechanisms to promptly coordinate and resolve issues that arise in the safety supervision and management of special equipment. This mainly includes: for potential hazards that could lead to accidents involving special equipment, and those that cannot be resolved within the scope of responsibilities of the authorities in charge of safety supervision and management of such equipment, effective measures must be taken to eliminate these hazards ； Regarding the problems arising from unclear responsibilities and undefined division of labor among **relevant departments, coordination should be carried out promptly to clarify the responsibilities of each department ； Responsible for coordinating relationships among various parties to ensure that relevant departments and units work together and coordinate with each other, thus enabling the effective implementation of safety supervision and management measures for special equipment.
