In the general diagram of the HG21543 tower platform, what does the equivalent external diameter OD’ of the tower mentioned in the table refer to for the circular steel platform brackets at the top of the tower?

As shown in HG/T 21543-2009 \"General Drawings for Tower Platforms\", Table 6.7-1 provides a column for the equivalent tower outer diameter OD’ in the selection table for brackets for circular steel platforms at the top of the tower. However, in the various detailed drawings of the steel platform at the top of the tower, I could not find any indication corresponding to the equivalent tower outer diameter OD’; only the actual tower outer diameter OD is indicated. My questions are as follows: 1. What does the equivalent tower outer diameter OD’ mentioned in the selection table for brackets of circular steel platforms at the top of the tower refer to? 2. Does the equivalent external diameter OD' refer to the external diameter OD of the tower? Are the two equivalent?
OD’ is the equivalent diameter, as shown in the figure below.
