To ensure the safe operation of special equipment, it is necessary to grant safety managers within the organization the necessary responsibilities and powers. Safety managers must, in accordance with the regulations, conduct regular inspections of the condition of special equipment; any issues identified must be addressed immediately. They should also be given the authority to decide to stop using such equipment in emergency situations, and they must report this to the relevant supervisors in the organization without delay. No one should obstruct them in carrying out these duties. The relevant responsible persons in the organization must support the work of safety managers, and must address promptly the issues raised by them as well as the necessary measures taken. If the safety management personnel deem it necessary, they may report to the local special equipment safety supervision and management department. The persons in charge referred to in this article include the principal person in charge of the using unit, the person in charge of safety, and the persons in charge of the relevant departments. II. The obligation of special equipment operators to report potential accident hazards. During the operation of special equipment, various factors can give rise to potential accident hazards or certain safety risks, and special equipment operators must be able to detect them in a timely manner. This requires that operators of special equipment possess basic safety technical knowledge on one hand, and at the same time remain at their posts to closely monitor the operation of the equipment, so as to address any issues promptly. When problems arise, such as leaks in pressure vessels or pressure pipelines, or abnormal noises from lifting machinery, etc. Personnel operating special equipment must immediately report to the safety managers responsible for such equipment as well as the relevant supervisors of the organization ； And effective measures shall be taken in accordance with the operating procedures to ensure safety and prevent further escalation of the problem.
