Article 47: After an elevator is put into use, the elevator manufacturer shall modify or repair the special equipment it has manufactured. If a change to the registration details is required by regulations, such change must be registered before the elevator can continue to be used. Interpretation of the provision: This article deals with the regulations regarding changes to the registration of use after the modification or repair of special equipment. I. Situation of renovation and repair of special equipment. The renovation of special equipment refers to the activities of altering or replacing the structure, mechanisms, control systems, etc. of the original equipment, thereby changing its performance parameters and technical specifications. Modification is actually a special form of manufacturing that requires the re-design or partial redesign of equipment, the replacement or modification of original components, as well as the reinstallation of the equipment. Modification activities involve even higher levels of technical expertise than ordinary manufacturing activities. The repair of special equipment refers to activities aimed at restoring the equipment to a safe condition for use, such as repairing damaged parts of the main pressure-bearing components and structural elements as well as replacing key components, without altering the equipment’s performance parameters or technical specifications. During repair, there are tasks such as verification and debugging, as well as some installation work. II. If special equipment requires a change in its registration details as stipulated, such a change must be carried out before the equipment can continue to be used. During the use of special equipment, if modifications are made, its performance parameters and technical specifications may change. Moreover, the entity that carries out these modifications may not be the original manufacturer of the equipment, which can result in changes to the information recorded in its registration. Therefore, the user entity should promptly provide the relevant documents and go to the department responsible for supervising the safety of such equipment to complete the procedures for making the necessary changes. In the case of repairs to special equipment, if the entities carrying out the repairs differ from those listed in the original registration details, the user entity must also promptly provide the relevant documents and submit an application for changes to the original registration department; only after these changes are made can the equipment continue to be used.
