It doesn’t matter if one tube is missing; just block it off.
It can be used; the pipe is 2 millimeters lower than the tube sheet, and welding or expansion joining can be used

We’ve encountered the same problem too; yours is further to the side than mine
In the case of tube expansion, it can be used with somewhat decent skills, but it is not recommended. This is because the tube sheet and the edges of the shell are areas where stress changes are significant, making it easy for leakage points to form; it is advisable to seal those areas instead
It has a hole on top and its flange sealing surface has already been attached; it should be difficult to pass a pipe through it
