Announcement by the State Administration for Market Regulation on the Issuance of the \"Safety Technical Inspection Regulations for Mobile Pressure Vessels (3rd Amendment)\\" To implement the \"Safety Law of the People’s Republic of China on Special Equipment\" and the \"Regulations on Safety Inspection of Special Equipment\", to advance reforms in the safety supervision of special equipment, and to improve the measures for ensuring the safety of pressure vessels, the State Administration for Market Regulation has revised the 2011 first edition of the \"Safety Technical Inspection Regulations for Mobile Pressure Vessels\" (TSG R0005—2011), as well as Amendment No. 1 and Amendment No. 2, resulting in the 3rd amendment. This amendment is now approved for issuance and will come into effect on August 1, 2021. This is to announce. State Administration for Market Regulation, June 25, 2021 – “Regulations on Safety Technical Inspection of Mobile Pressure Vessels” (TSG R0005—2011, revised for the second time in January 2017), Amendment No. 3: 1. Paragraph 1.7 is amended to read as follows: “1.7 Special Provisions for Cases Where These Regulations Are Not Complied With: If relevant entities use new materials, new technologies, or new processes that are not in line with these regulations, or if there are no requirements specified in these regulations but such factors could have a significant impact on safety performance, they must submit an application to the **State Administration for Market Regulation (hereinafter referred to as the Administration). The Administration will then entrust the Special Equipment Safety and Energy Efficiency Technology Committee to conduct a technical evaluation; only after the evaluation results are approved by the Administration can such equipment be put into production or use.” ” 2. Change 2.1 to: “2.1 Basic Requirements (1) The selection of materials for mobile pressure vessels shall take into account the mechanical properties, chemical properties, physical properties, processability of the materials, as well as the compatibility between the materials and the medium contained within them” ; (2) The performance, quality, specifications, and markings of the tank material shall not only comply with the **standards or industry standards applicable to such materials, but their usage requirements must also meet the provisions of the harmonized standards in these regulations (Revision Note 1) ; (3) The manufacturer of the tank material shall affix a clear and durable factory stamp mark in a prominent position on the material, or use some other traceable marking ; (4) The manufacturer of the tank material shall provide a quality certificate to the entity that will use the material. The content of this quality certificate must be complete and clear, and it shall include traceable informational markings; furthermore, it must bear the quality inspection seal of the material manufacturer ; The traceable information includes the name of the material manufacturer, the material standard number, grade, specifications, furnace batch number, delivery condition, date of issuance of the quality certificate, and other such details ; Traceable information identifiers include QR codes, barcodes, etc ; (5) When mobile pressure vessel manufacturing, modification, and repair units obtain materials for tanks from non-material manufacturing units, they shall obtain either the original material quality certificate provided by the material manufacturing unit, or a copy stamped with the official seal of the material supplier and signed (or sealed) by the person in charge ; (6) Mobile pressure vessel manufacturing, modification, and repair units shall be responsible for the authenticity and consistency of the tank materials obtained as well as the material quality certificates. ” 3. Modify 2.10.1(4), (5), and (6) to read: “(4) Manufacturers, renovators, and repairers of mobile pressure vessels shall examine the physical materials as well as the material quality certificates, and conduct verification tests on the chemical composition and mechanical properties of the materials used for the vessel’s main pressure-bearing components. Only after the test results show that these values meet the requirements of these regulations and the corresponding material standards can the materials be used in production” ; (5) For the materials used to weld the pressure-bearing components of structural tanks, manufacturing, modification, and repair units of mobile pressure vessels shall understand the welding properties of these materials and conduct welding procedure qualification prior to their first use ; (6) For the main pressure-bearing components of the tank, low-alloy steel with a standard tensile strength lower limit greater than 540 MPa that is not specified in the harmonized standards of these regulations shall be used; or for cases where the design temperature of the tank is below –40°C, low-alloy steel of such type shall be utilized, and it is necessary to prove, in accordance with the requirements of 2.11.2(1) and (2), that its various performance parameters meet the requirements of these regulations and the relevant standards. ” 4. Modify 2.10.2 to read: “2.10.2 Steel plates (strips) of foreign grades manufactured by domestic material manufacturers: In addition to meeting all the requirements specified in 2.10.1 of these regulations, such domestic manufacturers must also establish their own corporate standards; furthermore, the performance parameters of the materials must not be lower than the corresponding standard requirements for foreign-grade materials.” ” 5. Modify 2.11.1 to read as follows: “2.11.1 Materials not covered by the harmonized standards of these regulations 2.11.1.1 Materials that are not included in the standards specific to pressure vessels or pressure-bearing equipment. For materials used for the main pressure-bearing components of tanks, if they are not covered by the harmonized standards of these regulations, nor by the standards for steel plates or forgings specific to pressure vessels or pressure-bearing equipment, or by industry standards, they must undergo testing and verification by a pressure vessel type-testing institution approved by the State Administration for Market Regulation (which shall issue a type-test report). Additionally, a technical evaluation of the new materials must be carried out in accordance with the provisions of 1.7 of these regulations.” 2.11.1.2 For materials that are covered by standards specific to pressure vessels or pressure-bearing equipment – that is, materials used for the main pressure-bearing components of tanks – if such materials are not included in the harmonized standards of these regulations but are covered by standards specific to steel plates or forgings for pressure vessels or pressure-bearing equipment, or by industry standards, then the material manufacturer must develop its own corporate standards and provide the necessary material data (including chemical composition, tensile properties, fatigue test results, fracture toughness, and other performance parameters required for the intended use of the material). It is also necessary to prove that all performance indicators meet the requirements of these regulations and the relevant standards for special materials, and that these materials have been tested by a pressure vessel testing institution approved by the State Administration for Market Regulation (with a corresponding type test report issued). ” 6. Modify 2.11.2 to read as follows: “2.11.2 Low-alloy steel plates and forgings specifically designed for pressure vessels, manufactured for the first time by material manufacturers – For low-alloy steel plates and forgings whose minimum standard tensile strength specified in the harmonized standards of these regulations is greater than 540 MPa, or those intended for use at design temperatures below –40°C, domestic material manufacturers must meet the following requirements when manufacturing them for the first time. Only if they can prove that their various performance parameters satisfy the requirements of these regulations and their harmonized standards can such materials be used in the manufacture, modification, and repair of pressure vessels: (1) The material manufacturer shall provide the user with technical data such as test reports on the weldability of the material and information on post-weld heat treatment processes. In addition, depending on the design requirements, the manufacturer must provide data on material fatigue testing, fracture toughness, as well as a series of test results for determining values such as the Drop Weight Tensile Test (NDTT) and the Fracture-Grain Boundary Transition Temperature (FATT50).” ; (2) The material shall be tested and verified by a pressure vessel type testing institution approved by the State Administration for Market Regulation, which shall issue a type testing report. ” 7. Add 2.11.3 Steel plates outside the scope of standard application: \"2.11.3 Steel plates outside the scope of standard application – The main compressive components of the tank are made of austenitic stainless steel plates specified in GB/T 24511; however, the requirements regarding the elongation rate of these plates after fracture are lower than those specified in the harmonized standards of this regulation. The material manufacturer shall establish corresponding corporate standards.\" If the relevant specified values in the enterprise standards meet the requirements of these regulations, the harmonizing standards for these regulations, and the tank design documents (or technical specifications for material procurement), they may be used for the manufacturing, modification, and repair of tanks. ” 8. Add 2.11.4 Material usage requirements: \"2.11.4 Material usage requirements – When the tank design unit selects materials within the ranges specified in 2.11.1 to 2.11.3, it shall provide in the design documents specific explanations showing that the selected materials meet the basic safety requirements of these regulations. This includes information on the mechanical properties, physical properties, processability of the materials, their compatibility with the medium, as well as their specifications. Additionally, specific technical conditions for ordering the materials must be stated, along with clear technical requirements for various stages such as tank manufacturing, use, and inspection. The design unit shall be responsible for the selection of materials.\" Units responsible for the manufacturing, modification, and repair of tanks shall conduct verification tests on the materials regarding their chemical composition (by furnace number) and mechanical properties (by furnace batch number). Only after the results of these tests are confirmed as satisfactory by a supervision and inspection agency approved by the State Administration for Market Regulation (hereinafter referred to as the supervision and inspection agency) can the materials be used. The reports on these material testing exercises shall be included in the product quality certification documents. ” 9. Change 3.5 to: “3.5 Design Methods The design of mobile pressure vessels can employ either a regular design method or an analytical design method.” The design entity of mobile pressure vessels shall, based on the design conditions specified in 3.3 of these regulations, take into account various relevant factors, failure modes, risk levels, and safety margins, and carry out the design in accordance with the design criteria set out in these regulations. The mobile pressure vessels designed in this way must possess sufficient strength, stiffness, stability, and corrosion resistance ; At the same time, the reliability of supports, saddles, or other types of supporting elements that connect to the tank or cylinder must also be considered, in order to ensure the safety of mobile pressure vessels throughout their design service life. ” 10. Change 3.10.8 to: “3.10.8 Main design parameters for tanks holding common media – The main design parameters for tanks holding common media shall not be lower than those specified in Table 3-4 (Revision 2) and the relevant standards outlined in these regulations.” For media not listed in Table 3-4, the design unit responsible for the tank construction shall conduct thorough design evaluations through methods such as holding design review meetings, and provide design documents including design specifications, design descriptions, design calculations, and design drawings. Only after obtaining written confirmation from a supervisory inspection agency can formal design work proceed ; Mobile pressure vessels designed in accordance with corporate standards and filled with liquid hydrogen or liquid helium media shall also undergo a technical review in accordance with the provisions of 1.7 of these regulations. ” 11. Modify 4.5.2(3) to read: “(3) When non-destructive testing methods that are not listed in NB/T 47013 or fall outside the scope of its application are used, written consent from the design unit of the mobile pressure vessel and the supervisory inspection agency must be obtained.” The organization conducting the testing shall, based on experimental research, formulate corresponding group standards or enterprise standards for non-destructive testing, and carry out comparison tests on the non-destructive testing methods within the scope specified in 4.5.2(1), to ensure that the technical specifications of the methods used meet or exceed the relevant requirements of NB/T 47013. ” 12. Modify E1.3(2) to read: “(2) Designing in accordance with enterprise standards, and using fiber-wound cylinder compressed hydrogen long-truck trailers or tubular containers, shall undergo a technical review in accordance with the provisions of 1.7 of these regulations.” ” 13. Add a note: “Note 1: The harmonized standards for these regulations include **Standard GB/T 10478 ‘Railway tank cars for liquefied gases’, GB/T 19905 ‘Road tank cars for liquefied gases’**, as well as industry standards NB/T 47057 ‘Tank containers for liquefied gases’, NB/T 47058 ‘Road tank cars for cryogenic liquefied gases’, NB/T 47059 ‘Tank containers for cryogenic liquefied gases’, NB/T 47064 ‘Tank containers for liquid dangerous goods’, NB/T 10354 ‘Long-tube trailers’, and NB/T 10355 ‘Tube-type containers’. Revision Note 2: The revisions to Table 3-4 (including Notes 3-5 to 3-12, the 4 new media added in Amendment No. 2, and the modifications to Note 3-6) are shown in Table 3-4 of this amendment. ” 14. Modify Table 3-4 to: Note 3-5: Unless otherwise specified by special requirements (TY), the tanks for common media refer to tanks without insulation (cooling) structures (bare tanks). Note 3-6: The categories and items of the listed media are in accordance with the provisions of 3.9.1 of these regulations. Note 3-7: If other factors need to be considered for the tank, the design pressure of the tank shall be determined in accordance with the provisions of 3.10.3 of these regulations and the corresponding clauses of the coordination standards for these regulations. Note 3-8: The values of corrosion margin for the tanks listed refer, except where the tank material is specified in the special requirements (TY), to the minimum requirements for the tank’s corrosion margin under uniform corrosion conditions, as determined based on whether the tank material is carbon steel or low-alloy steel ; In the case of non-uniform corrosion, or when the tank is made of other materials and effective anti-corrosion measures are in place, the design agency shall determine the corrosion allowance in accordance with the relevant provisions of these regulations, the design requirements specified by the client, or the data on medium corrosion (such as corrosion rate) and the designed service life specified in the design brief. Note 3-9: For values not listed in the table, the design unit shall determine them in accordance with the basic principles specified in these regulations and the coordinating standards, based on the design requirements provided by the client or those outlined in the design brief. Note 3-10: The provisions regarding openings below the liquid level listed do not apply to railway tank cars. Note 3-11: The liquefied petroleum gas in the listed media shall comply with the requirements of GB 11174 \"Liquefied Petroleum Gas\". The design and manufacturing units shall specify the name and type of the specific medium in the design documents, factory delivery materials, and product markings. Note 3-12: Special requirements (TY) are as follows: TY1: Special requirements for tanks filled with anhydrous ammonia. (1) For tanks filled with anhydrous ammonia whose water content is less than or equal to 0.2%, when low-carbon steel or low-alloy high-strength steel (including welded joints) is used, the lower limit of the material’s standard yield strength shall not exceed 355 MPa, and the actual measured tensile strength shall not exceed 630 MPa; the material shall be in a normalized state at the time of delivery ; (2) For tanks filled with anhydrous ammonia medium having a water content slightly above 0.2%, when low-carbon steel or low-alloy high-strength steel is used, the lower limit of the material’s standard yield strength shall not exceed 370 MPa, and the actual measured tensile strength shall not exceed 630 MPa; the material shall be delivered in a normalized state ; (3) For tanks filled with anhydrous ammonia as the medium, quenched and tempered steel shall not be used ; (4) Vessels filled with anhydrous ammonia medium shall undergo overall post-weld (stress-relief) heat treatment in a furnace after fabrication. TY2: The tank features a vacuum-insulated structure, with the inner container made of austenitic stainless steel. TY3: The tank shall have a thermal insulation or vacuum insulation structure; the materials in contact with the medium (excluding seals) should be made of austenitic stainless steel, while gaskets should be made of polytetrafluoroethylene. Aluminum materials shall not be used for the insulation layer that protects the tank shell. When the tank is nitrogen-sealed, its design temperature is 50°C and the design pressure is 1.0 MPa; the insulation performance of the tank must ensure that the operating temperature of the medium does not exceed 10°C. TY4: The tank has a thermal insulation structure, and the tank body is made of austenitic stainless steel. TY5: The tank has a thermal insulation (cooling) structure. TY6: The tank has a thermal insulation (cold preservation) structure or a vacuum insulation structure. 15. Replace all instances of “**General Administration of Quality Supervision, Inspection and Quarantine**” in the text with “State Administration for Market Regulation”.
